Jefferson County is just beginning a 5-year road resurfacing plan after a period of financial difficulty which resulted in very little road maintenance over the last 5-7 years. In order to “catch up”, county officials needed to stretch their dollars as far as possible.
Mill and fill had become time consuming and expensive. County engineers were looking for something less disruptive to traffic, and they did not want to lose the structure that the county had paid for and built up on the roads over the years.
Hot In-Place Recycling is quicker than traditional mill and fill, with less user delay, and allows the county to get another lifecycle from their existing pavement.
